Bond Issue Overwhelmingly Approved
CAN ANTONIO property owners passed the thirty
million-dollar bond issue, Tuesday, approving all
seven propositions by three to four-to-one margins.
Negro voters, declining to be engulfed by spur-
ious emotional appeals, and refusing to be involved
in a "vengeance" vote to the detriment of their fu-
ture, voted as did others of the city—three to one
for improvement and progress.
And speakin? of property owners, it mivht
he of interest to remind that San Antonio has
the highest percentage of Negro home owners
of any city in the United States.
And this has been a fact for many, many years.
As of the 1W) census, San Antonio had 12,000
Negro household . Sixty per cent of the city's Negro
families own their own homes.
With the pa-age of the bond issue, certainly
a new and better future is ahead for ALL San An-
tonians.

THh tragic increase in juvenile delinquency nasi-.,,,. nr-Minn; Mr-. i> J M.nrv,
become a national problem of the utmost impor-
tance—and a solution i< beset on every hand with
complexities and difficulties.
This fact alone gives high significance to Boy
Scout week, which is to be observed during the Feb-
ruary 7-13 period. The theme of that week—and it
is an apt one—is: "Strengthen America—Scouting
Car. Make the Difference."
A head of the national Scout organization says:
"The Boy Scouts of America for 54 years has en-
joyed success and public acclaim for its part in the
training of American youth in character values,
citizenship skills and attitudes, and physical fitness.
Over these years we have grown and flourished be-
cause each of us involved has had a deep conviction

A wide variety of events and programs will
take place during the week. Beyond these, the hope
is that the publicity and notice they create will en-
«&«rage more and more boys to join their local Boy
Scout organization—and, additionally, will lead their
elders to do whatever they can to advance the work
and the ideals that Scouting stands for.
Rarely does a Boy Scout become a delinquent.
